Victoria joined ODS in March 2009 from Halton Borough Council, where she headed the Training and Workforce Development Team in the Children and Young People’s Directorate and Halton Children’s Trust. As manager of the multi-disciplined team, Victoria was responsible for delivering continuous professional development opportunities for employees across the council.

During her time at Halton, Victoria successfully helped to drive through the workforce agenda working with a range of agencies to develop an integrated workforce. Victoria has had considerable budgetary experience managing the council’s training budget and grants from Human Resource Development and the National Training Strategy. She also developed a range of key workforce requirements from the Children’s Workforce Development Council; working with both the public and voluntary sector.

Victoria is highly experienced in the operational and strategic aspects of workforce development, and is an inclusive and open manager who is skilled at securing group and individual buy in to projects. Victoria is an experienced facilitator who has first hand experience of the benefits gained using the ODS Population Centric TM workforce planning model and is a champion of workforce planning and development.

She also has experience working with other local authorities in the North West of England: Knowsley Borough Council, where she managed an Award Scheme for five years; Wigan MBC where she worked with local traveller communities as part of the Traveller Education Service and with St Helens MBC as part of the Family Support Service.

Victoria is currently completing the final year of an MSc in Management Development, in her spare time she enjoys volunteering for her local Rainbow group.
